something in doctor (or elsewhere?) is sending this in #tor-bots

that is this morning, local time (UTC-5), so around 13:05 UTC. it seems like something that used to send a message as a plain text email started sending it as MIME-encoded, and the nsa
bot doesn't handle that correctly.
it's really just a cosmetic thing. it's not bothersome enough that i have immediately filed it (it's been going on for months at least), but it's ugly enough that i figured i would ping @gk about it, and he suggested i file this ticket, so here we are.
