Add script to extract bridges with EOL Tor versions

For bugs like team#187 (closed) we want to collect bridges with Tor versions being EOL. @phw wrote a small script back then for tpo/core/tor#32672 (closed) (https://gitlab.torproject.org/tpo/core/tor/uploads/1be21830b2442e8712a1696fa545a538/old_bridges.py) which we can adapt for our needs.
