Come up with thresholds for raising alerts related to our network health metrics we collect

In #29 (closed), #30 (closed) and #31 (closed) we set up network health metrics, which is a good first step. Now in a second step we could think about thresholds for each of those to raise alerts and notify us in case there is an anomaly we should have a closer look at.
