With legacy/trac#26673 (moved) being resolved we should include partial downloads in existing TTLB graphs. Maybe there's a way to put less emphasis on the different file sizes and combine the various partial downloads in a single TTLB graph.

In retrospect, let's not do this. The main reason why we included partial downloads in Tor Metrics graphs is that we wanted to continue the 50 KiB and 1 MiB graphs even after stopping those downloads. And we're going to keep doing that.
But there's no good reason to plot exactly these partial download times in OnionPerf, where we typically plot experimental measurements or comparisons between long-running and experimental measurements. We'll have TTFB and TTLB.
Closing as wontfix, even though we can always come back to this and do it or a variant of it.
