Consider to rename the Bandwidth file KeyValues

They don't follow the same naming patterns after adding many of them. If we decide to change them, it would be better to do it before legacy/trac#29754 (moved) and legacy/trac#21377 (moved). Assigning 3 points because it needs to be discussed.
