Reject relays running unsupported Tor versions even if the series is not EOL yet

We started the regular removal of Tor relays running EOL Tor versions again (see #56 (closed) for details), which is great. However, during that process we left out relays running unsupported versions of Tor even though the respective series is not EOL yet. Think of relays running 0.3.5.14, for instance.

We should come up with

  • tooling to track those relays
  • critieria for rejection
  • doing the rejection
  • adding the process to the wiki, maybe even including it into the Tor EOL policy page
