Create a template for requesting infrastructure resources
Publish the template decided upon in the Brussels meeting and announce it internaly.

when we talk about a "template", we mean an issue template specifically. those need to be created by project, because group or instance-level templates are unfortunately non-free. But default templates work, see wiki-replica@bfd312ed for an example.
Templates live in .gitlab/issue_templates
with the default named Default.md
.
this also means we need to have some sort of repository here. i have tried to enable to repository but keep the wiki as the frontpage, but i have failed: i don't know if that's possible at all. this means that the tpo/tpa/team page would look like the wiki replica, basically:

... which kind of sucks, because there is no README.md file. one thing we could do would be to ditch the wiki completely and just rely on the builtin repository browser. which is not great.
alternatively, we could duplicate the home.md
page into README.md
so that we see the README in the TPA home page.
either way, if we want templates, we need a repo here, and it might make better sense to have the wiki replica. the question then is whether we can still have the hook system working there, but it should work, in theory. in practice that hasn't been tested, as far as I know.
