Add web server on tb-build-01
For tpo/applications/tor-browser-build#40196 we need to have some web server running on tb-build-01 to be able to share the build files.
We will only be serving static files, and we need directory listings enabled.
Alternatively, something with static-update-component would work too.
To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
