2022 user survey

in #40061 (closed), we did a user survey, and that was a great tool to establish the 2021 roadmap (#40105 (closed)). we should do that again, and sooner than later.

moving to backlog since we'll need this sooner than later. we're likely to come up with OKRs by the end of the year, and for that we'll need the survey. so i should at least work on the design in september and send it for responses in october, so that we can process it in november, then have the roadmap ready before christmas.

the OKRs were adopted by timeout, so this is canceled.
