consider switching tpo/core/debian/tor CI from schedules to triggers
in #40616 (closed) we lowered the retention period of the project to reduce the disk space usage on the gitlab-02 server (#40615 (closed) ), but we still run jobs daily that don't necessarily need to get run:
- 0.3.5: two weeks
- 0.4.x: days
- main: somewhat daily, sometimes multiple times a day, sometimes nothing for a few days
So we'd definitely run the stable branches much less often, so less load on the runners, and possibly less on the artifacts storage as well. main could possibly trigger more runs, but if that becomes a problem, we could revert it to a schedule.
