create mailing list for diversity equity & inclusion committee

hello TPA! on behalf of the DEI committee, i'm requesting a new mailing list be created

name: dei

description: discussion & coordination list for Tor's diversity, equity, & inclusion committee

we want this to have to:

• have a private archive
• require moderator approval to join the list (but not to post)

moderators for now should be myself, @isabela, @gaba, @bekeela

what else do you need in order to create a list? let me know!
