TPA-RFC-53: consider propagating 2FA everywhere, maybe at the April Tor Meeting

I've been meaning to do a training or work session or "EVERYONE GETS A YUBIKEY PARTY" thing for a while now. I don't know how it will look like. I don't know quite the requirements yet. But it feels like an opportunity.
