systemd-binfmt.service failing on bookworm

On a regular bookworm installation, after Puppetization I noticed that systemd-binfmt.service would fail to start up.

I traced it to this tidbit in our torproject-org Puppet class:

file { '/etc/systemd/system/proc-sys-fs-binfmt_misc.automount':
   ensure => 'link',                                           
   target => '/dev/null',                                      
   notify => Exec['systemctl daemon-reload'],                  
}                                                              

It was introduced in tor-puppet.git commit b1b027dadda4b5cabbe225340d4627b71b0d9f92, with no explanation.

Why are we deploying that? Do we need to keep it around?
