Puppet agent emits warning about Ssh_authorized_key_type on bookworm

On bookworm machines, puppet agent (version 7.23) emits the following warning every time it runs:

puppet-agent[472436]: (/Stage[main]/Profile::Admins/User[root]) Ssh_authorized_key type is not available. Cannot purge SSH keys.

This is likely related to the removal of sshkey management in core Puppet 7, and installing puppetlabs-module-sshkeys-core on the node doesn't fix the problem. The server is likely simply unaware that the agent cannot deal with this resource type anymore.

We may want to manage root's authorized_keys another way if we can't find a fix.
