Mattlav's RT 5.0 interface tweaks
Hello Administrators. This issue is about making a few UI tweaks to Request Tracker, prompted by the recent upgrade to version 5. Here is Best Practical's documentation regarding customizing RT, and below are my personal gripes:

Too much light for mattlav; the above documentation informs me that RT 5 ships with a "Dark theme" but one must give users like myself permission to choose it, which I'd like to do

More speculatively, I'd like to change the default ticket display to save me many clicks and attendant microfrustrations. I'll explain: The default view of an RT ticket contains a panel labeled "More about the requestors". Here it is in a screenshot (sender email address redacted)
The smaller arrow in this pic is pointing to a tiny UI element that un-collapses this panel. Prior versions of RT displayed this panel by default. When uncollapsed it looks like this:
This display is the first thing I look at in a ticket that's plainly spam (e.g. 95% of all tickets), and the link I use to mark all the sender's tickets as spam is in this collapsing panel, too. I wonder if we can do a little CSS wizardry to set this panel to be visible by default?
