Deprecate email notifications on Icinga2

Ref: a comment and a 1:1 conversation with @anarcat.

Since these email notifications are (1) not tuned and thus not useful right now, and (2) will be replaced by Tor's Prometheus at some point, how about we:

• Turn off email notifications on Icinga2
• Delete the list tails-notifications@lists.puscii.nl

i think that's fine iff (sic) we prioritise getting the tails infra monitored in prometheus.

from what i gathered in #41721 (closed), the nagios to prometheus switch depends on the puppet merge, so this might take a while...

my understanding of those alerts is that, effectively, no one is reading them, which is why i strongly encouraged @zen to file this issue and proceed with the list retirement.

maybe I misunderstood this? :)
