Requesting Advise on Mirring of External Quotaed Container Image

We are currently frequently encountering issue with Github's CI as it is unable to pull container from Docker Hub due to rate limiting.

Would TPA object to we mirroring some of the containers we are currently using to gitlab hosted container storage to reduce such error(effectively creating a stall while re-validate cache with active refreshing)?
