Those instructions are better in "Reference" because it's about the
current design, "how things work", not "how to use them".

We would still need a backup/restore howto section, that said.

We use more generic in the header as well in case this changes again
in the future.

This will make it clearer from the TOC

"one person outside of TPA" did not make sense for internal services,
so broaden that requirement. it's fine, anyways, if we are two to
adopt the service internally.

It's really part of the support policy, so it should just be in
there. We keep a soft redirect to make sure people find it.
