update instances of security settings to security levels

• While, I believe, Security settings is alright to talk about these settings in Tor Browser, to be consistent with the UI let's update instances of "Security Settings" to "Security Levels". Including the title of the section in the manual.

This is possibly a big change given the URL will change from tb-manual.torproject.org/security-settings -> https://tb-manual.torproject.org/security-levels, e.g. support!235 (diffs)

Should we consider more stuff before doing this change? maybe like adding a redirect?

Reverting these specific changes for now so as to not change the URL, tb-manual.torproject.org/security-settings
