Update containers for cross-builds to Debian Bullseye

A new Debian stable release (Bullseye) saw the light of the world recently. We should start switching our cross-build containers for

• Windows (done in #40306 (closed))
• macOS (done in #40307 (closed))
• Android (#40367 (closed))
• https-everywhere (#40366 (closed))

over to it.
