Bump version of snowflake to include PT LOG events

We recently added a feature to snowflake that makes use of the LOG message in the PT spec. Key snowflake connection events are now passed to the tor process to be logged.

Getting this feature into the version of Snowflake shipped in Tor Browser will ensure that snowflake connection events are included in the tor log that users can copy-paste through the Tor Browser interface. This will help us diagnose difficulties with the connection and possibly detect new censorship events.
