Change Description

NOTE: this is targeting the 13.5 branch.

NOTE: we're still waiting on the final donation link for #43149 (closed). We'll backport that to 13.5 as well. The current YEC banner and donate link is still functional though.

Backported !1165 (merged) to the stable branch. Besides simple merge conflicts, the only other change was adding the --color-gray-100 and --color-gray-05 variables, which aren't defined in ESR 115.

Note that text-wrap-style: balance for the narrow layout does nothing since the rule isn't recognised in 115.

How Tested

Edited AboutTorParent.sys.mjs to change the date to show the message, and then ensured that it was hidden again when expected. Checked style with high contrast theme, light theme and dark theme.
