Change Description

This MR consists of 6 commits:

  • the first two simply wholsale revert the existing template issues
  • BB 43615: Add Gitlab Issue and Merge Request templates:
    • adds a Default.md issue template which directs users which template to use
    • brings back relevant old template text and saves with new names to ensure ordering in the drop-down on Gitlab
    • provides empty stubs for new templates
  • fixup! BB 43615: Add Gitlab Issue and Merge Request templates
    • adds text for empty stubs
    • modifies existing with tweaks:
      • new labels
      • formatting
      • updates to include new team-members
  • TB 43616: Customize Gitlab Issue and Merge Request templates:
    • modifies Default.md to include Tor Browser specific templates
    • brings back relevant old template text and saves with new names to ensure ordering in the drop-down on Gitlab
  • fixup! TB 43616: Customize Gitlab Issue and Merge Request templates
    • modifies existing with tweaks:
      • new labels
      • formatting
      • revamps the Security Backports template to (more) closely match the current reality (i.e. dropping all the various legacy Android projects)
