- the first two simply wholsale revert the existing template issues

BB 43615: Add Gitlab Issue and Merge Request templates:- adds a Default.md issue template which directs users which template to use
- brings back relevant old template text and saves with new names to ensure ordering in the drop-down on Gitlab
- provides empty stubs for new templates
