Bug 40773&40774: update about:torconnect and about:preferences#connection (rebased on 91.8)

This is the new MR for #40773 (closed) and #40774 (closed); it supersedes !266 (closed).

Please check also tor-launcher!20 (closed), which contains the strings for localization.
