Identify features and/or functionality that the app should discourage or prevent (to the best of its ability). This will include anti-abuse mechanisms and potential "footguns" (preferring misuse resistant UI/UX/features).

This may be sufficiently covered by tpo/ux/research#66 (moved) Job Stories, under "Privacy % Security", @duncan would you agree, or do you think there is more that is to be done here?

I wouldn't mind keeping this open for a while please. I think as we dig into the UI we'll come up with some more granular uses to be discouraged than the job stories currently account for.

Since we may not get around to shaping-up the user-education portion of the VPN until Q4, so we could shift this ticket until then too.
