Add multicircuit support for arti-bench

Many of the test situations for #87 can be created from arti-bench, if we add the ability to get a large number of circuits. For that, we can use the circuit isolation feature.

In conversation with @eta, we've decided on an interface where you specify C circuits per run (default 1), S streams per circuit, and get a total of C*S*Runs streams.
