Update Release.md to describe our current process

Nick Mathewson requested to merge nickm/arti:what-we-do-in-the-release-process into main

This branch makes Release.md more accurate, and has it also give more of the "how" and "why" for its instructions.

It has a bit of first-person in it, but I don't mind. If it bothers you, just write a patch. 😇
