Temporary docker failure on chi-node-14

While running a CI job, I had a temporary docker failure. From the job's output:

Everything ran fine after waiting for three seconds and retrying, so I think this was just a temporary timeout connecting to the docker daemon. I figured I'd log a ticket so there's a history in case this happens again.
