Retire tb-build-03

With the deployment of tb-build-04 in #40735 (closed), tb-build-03 can now be retired.

Checklist:

1. notification
2. remove from nagios
3. stop VM
4. retire host
5. remove from LDAP
6. grep
7. tor-passwords
8. DNSwl (N/A)
9. wiki/nextcloud (N/A)
10. remove from racks (N/A)
11. reverse DNS

Alright, so here's my plan to retire tb-build-03:

• Tuesday June 14 (tomorrow): stop the VM
• Wednesday June 15 (in 2 days): destroy the disks
• Friday July 15 (in 32 days): delete the backups

Let me know tomorrow (tuesday june 14) at the latest if any of this doesn't work for you!
