consider sharing the survey service with tails

following the discussion surrounding tpa-rfc-26 (#40808 (closed)), I realized that Tails also does the hard work of self-hosting their own Limesurvey instance. I reached out to them to see if we should join forces, and they opened this ticket to discuss the issue:

At this point, it looks like they're waiting for input from us, so let's review that ticket and formulate feedback for them!
