Request to update domain snowflake-broker.torproject.net with correct CAA record

Hi! We are currently upgrading the version of debian distribution that is running snowflake broker, which is using an expired version of debian: tpo/anti-censorship/pluggable-transports/snowflake#40349

This would be the move to make new instance as production. Please let me know before actually running the switch as there an component(SQS transport) that need to be updated independently of DNS, at the same time.
