use a name= instead of id= back in 9d9aed39 (use <a id=""> instead of name, as name is not HTML5, 2023-06-01) we switched everything to id= but overlooked that id= actually gets redacted by GitLab's sanitizer. With this, we should be able to get the anchors through the filter even if it generates non-conformant HTML5.

spell check *everything* After one too many pipeline failures due to old spell-checking mistakes, I decided to own up to my stuff and spell check everything. I actually ran: codespell --interactive 3 --write-changes * And dealt with *almost* all the errors, except stuff in old/ which I'll remove shortly. When an error comes up now, it is new and should be fixed.

TPA-RFC-12: reformulate the triage policy We had nothing about the star of the weeks, which was informally specified. This clarifies that it's responsible for routine tasks, but also takes care of clarifying the ticket workflow in the gitlab policy. Closes: tpo/tpa/team#40382

create a new "support" page The support page is the go-to page for the "how to get help" question, which previously was hidden inside the TPA-RFC-2 standard. This basically copies that part of the TPA-RFC-2 policy, but could eventually diverge without needing to update the policy, for informal stuff. I started working on this page while trying to address tpo/tpa/team#40382 ("document the triage process"), but I'm not actually sure triage documentation should go there, as this page feels more targeted at users, and only users. howto/incident-response.md would seem like a better space for this. Also, this is a toplevel page because it's more important than everything else, so it warrants its own special space.
