Make base-browser nightly build use a tag in tor-browser.git (instead of a branch)

base-browser nightly build currently experts a base-browser branch in tor-browser.git. However we don't have that and only have a tag.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
