Firefox 128 ESR Development Work

Parent planning ticket for development work related to getting Tor Browser 14.0 rebased onto Firefox ESR 128 and building in tor-browser-build. Broadly speaking, this is work required to get Tor Browser building on ESR 128 so that we have feature-parity with 13.5.
